MBDA MANDATE AND OWNERSHIP
The Mandela Bay Development Agency was created in 2003 to tackle a growing challenge: the urban decay of Nelson Mandela Bay’s inner city. As a joint effort by the Nelson Mandela Bay Municipality and the Industrial Development Corporation, the MBDA was set up to transform neglected areas and spark development in and around the city’s southern harbour. As a municipal entity, the MBDA operates under national legislation and a Service Delivery Agreement with the Municipality. Everything we do is shaped by a mandate approved by Council.
FOUNDING
The MBDA was established in 2003 as a municipal entity through a joint initiative of the Nelson Mandela Bay Municipality (NMBM) and the Industrial Development Corporation (IDC).
OWNERSHIP
The Mandela Bay Development Agency is an entity of the Nelson Mandela Bay Municipality. It is wholly owned by the NMBM.
MANDATE AND ACCOUNTABILITY
The MBDA operates under a mandate from the NMBM, represented by the Executive Mayor, City Manager, and Metropolitan Council.
OVERSIGHT
As the controlling shareholder, NMBM provides corporate governance support, including sustainability and compliance reporting and review.
GOVERNANCE
The MBDA Board is responsible for providing strategic direction and guidance to management as well as ensuring oversight on corporate governance matters
ACCOUNTABILITY
The Agency is contractually accountable to the NMBM, to which it delivers compliance reporting in respect of its key performance indicator (KPI) targets being achieved.
SERVICE DELIVERY DIRECTION
The MBDA relies on the NMBM for service delivery direction in terms of its contractual obligations contained in the SDA, and on the political dispensation for its political mandate.
OPERATIONS
The MBDA management team delivers operational outcomes in line with the Agency’s strategic plans and mandate documents, as well as the Integrated Development Plan (IDP) of the NMBM. The Agency is the proud of operator of the Nelson Mandela Bay Stadium, the Nelson Mandela Bay Science and Technology Centre, and St Peter’s Rainbow Village.
